Police are investigating the possibility that a woman who was killed after being hit by a car was "forcibly pushed" on to the busy road.
The woman, who has not been named, was hit by a silver Kia on the A47 at Terrington St John in Norfolk at 2.15pm on Sunday.
She died after suffering multiple injuries.
A male pedestrian was also killed after suffering severe head injuries.
It is believed that the pair may have been walking barefoot on the eastbound carriageway towards King's Lynn.
Detective Chief Inspector Paul Durham said the incident is being treated as suspicious.
He said the main focus of inquiry was that the woman was deliberately and "forcibly pushed".
"Although our investigation is in its early stages, initial inquiries have given me sufficient cause for concern that this was more than just a tragic accident," he said.
"As a result I'm appealing to anyone who was in the area at the time and may have witnessed the collision - or seen the two pedestrians shortly before the collision - to come forward, no matter how insignificant the information may seem to them."
The woman is described as white, slim and around 5ft 7in tall, with long auburn hair. She was wearing a bright pink T-shirt and black knee-length leggings.
The man was white, 6ft 1in and of slim build, with short dark hair. He was wearing blue denim shorts and a grey T-shirt.
The pair appeared to be barefoot and it is thought they may have been walking towards King's Lynn.
Anyone with information is being asked to contact the Norfolk and Suffolk major investigations team on 101.
