Patient Assessed For Ebola Symptoms In Truro

A patient is being assessed for possible symptoms of Ebola at the Royal Cornwall Hospital in Truro.

The person is being kept in isolation and the result will be known in around 24 hours.

The patient had recently been in a high-risk Ebola area, although the exact location has not been revealed.

The tests are thought to be precautionary - more than 100 patients have tested negative in similar circumstances over the last few months.

Symptoms of Ebola are very similar to other tropical diseases, such as malaria.

It comes as the first person to be diagnosed with Ebola in the UK - a Scottish nurse - arrives in London for specialist medical care.

In a joint statement, the hospital and Public Health England said: "A patient has been admitted to Royal Cornwall Hospital and is currently undergoing a series of tests - one of which is for Ebola.

"We do not expect the results to be known for at least 24 hours and in the meantime the patient is being looked after in isolation, following nationally agreed guidelines and protocols to protect the health of our staff and other patients.

"Royal Cornwall Hospitals NHS Trust has been following national guidance around Ebola and made plans in line with advice from Public Health England and NHS England."

Ebola Patient Being Treated London Hospital

A nurse who fell ill after returning from Sierra Leone has arrived at a specialist infectious diseases unit in London.

Meanwhile, a second person in Scotland is being tested for Ebola, although the healthcare worker recently returned from West Africa is said to be "at low risk" of having the virus.

It is understood that worker had been staying at a youth hostel at Torridon in the Highlands and was being transferred to Aberdeen Royal Infirmary.

Another patient at the Royal Cornwall Hospital in Truro, has been placed in isolation and is also being tested for Ebola. 

The Scottish nurse who has become the first person diagnosed with Ebola in the UK is receiving specialist medical care at the Royal Free Hospital.

The woman returned to Scotland after a spell working in Sierra Leone and arrived at Glasgow Airport on a British Airways flight at around 11.30pm on Sunday. She was showing no symptoms at the time.

Scotland's First Minister Nicola Sturgeon said the risk to the general public is "extremely low to the point of negligible".

Apart from the other passengers on the flight and hospital staff the patient is thought to have had contact with only one other person in Scotland - her partner. All those contacts are being traced and will be closely monitored.

The patient, who had been working with Save The Children at the Ebola Treatment Centre at Kerry Town, Sierra Leone, was admitted to hospital early on Monday after feeling unwell and was placed into isolation at 7.50am. She is in a stable condition.

She was isolated and received treatment in the specialist Brownlee Unit for Infectious Diseases on the Gartnavel Hospital campus, before the operation to move her by plane and RAF ambulance to the Royal Free Hospital in London began in the early hours.

Workers in full protection suits were seen loading her quarantine tent on to an RAF C-130 plane at Glasgow airport soon after a convoy of ambulances and police cars left Gartnavel.

The north London hospital's infectious diseases unit is run by a dedicated team of doctors and laboratory staff and access is restricted to trained medical staff.

A specially designed tent is set up around the patient's bed so the infection can be contained while they are treated.

The unit successfully treated another British nurse, William Pooley, who was flown home from Sierra Leone in August after being diagnosed with Ebola.

Ms Sturgeon has chaired a meeting of the Scottish Government Resilience Committee and has also spoken to Prime Minister David Cameron.

She said: "Our first thoughts at this time must be with the patient diagnosed with Ebola and their friends and family. I wish them a speedy recovery.

"Scotland has been preparing for this possibility from the beginning of the outbreak in West Africa and I am confident that we are well prepared."

The woman travelled home via Casablanca and London Heathrow, spending around six hours in each airport before catching connecting flights.

She was vetted twice, in Sierra Leone and at Heathrow, without any signs of Ebola being detected.

Network Rail's Mark Carne has told Sky News he will not take his bonus after travellers endured travel chaos at Christmas.

The chief executive was criticised after travellers were left stranded when engineering works over-ran.

London King's Cross had to shut and all trains to and from the station were cancelled.

Travellers then complaining of "being locked" in by overcrowding when diverted to Finsbury Park station. Other people were left waiting for hours - even after the station reopened.

Paddington station also closed for several hours on Saturday.

Police Make Appeal Over Christmas Eve Murder

Police have launched a murder investigation after the body of a 51-year-old man was found in Bath city centre on Christmas Eve.

A member of the public discovered Thomas Downey under a railway arch on Lower Bristol Road, near Bath railway station just after 1.30pm on Wednesday.

The area was cordoned off and a detailed search of the area continues.

A post mortem examination has been carried out and confirmed that Mr Downey died from significant head injuries.

His family have travelled down from Manchester and are helping investigating officers with the inquiry.

A spokesman for Avon and Somerset Police said: "They are being supported by a police family liaison officer and our thoughts are with them at this sad time."

Mr Downey is known locally as "Manchester Tommy".

Officers have urged anyone with information to share it with police to help them piece together what happened on Christmas Eve.

Two men in their thirties have been arrested on suspicion of murder and continue to be questioned.

The spokesman added: "The neighbourhood policing team are working with the local community to provide support and reassurance and to assist with the investigation.

"However, we are still keen to speak to anyone who was in the area near to the station in Lower Bristol Road around lunchtime on Christmas Eve.

"We believe the area would have been busy with shoppers and people leaving work early."

Sheffield Shooting Suspect Charged With Murder

A man has been charged over the fatal shooting of a 22-year-old man in Sheffield.

Asif Yousaf, 32, has been charged with the murder of Jordan Thomas and with the attempted murder of a 27-year-old who was seriously injured in the shooting last Sunday.

The 27-year-old man has since been released from hospital.

Mr Thomas was sitting in the passenger seat of a Ford Mondeo when he was shot in what detectives believe could have been a targeted attack. 

The silver Mondeo was shot at while stationary at traffic lights on the A61 Derek Dooley Way about 10.15pm last Sunday.

In a statement, Mr Thomas' family had described the shooting as an "act of cowardice" and appealed to anyone with information to come forward.

"Jordan was such a likeable, caring, loving individual with a larger-than-life personality who really did brighten up any room he entered," they said.

"He truly was full of life, with his cheeky grin and quick wit, he was a charmer, anyone lucky enough to have met Jordan will attest to this and those that have met him truly did love him."

A statement released by South Yorkshire Police said: "Jordan, from the Waterthorpe area of Sheffield, was a passenger in a silver Ford Mondeo, when the car was shot at while stationary on Derek Dooley Way.

"He was taken to hospital but died a short time later. A post-mortem examination revealed he died from gunshot injuries."

Yousaf has been remanded in custody and will appear before magistrates on Monday.

A 25-year-old who was also arrested on Thursday has been released on bail pending further enquiries.

King's Cross Station Hit By More Problems

London's King's Cross station was hit by more problems today as an investigation was launched into disruption caused by overrunning engineering work.

A number of trains out of King's Cross were cancelled and other services delayed after a signalling failure this afternoon.

The failure meant that some Great Northern services from the station were cancelled, while incoming trains ended their journeys at Finsbury Park.  

A Great Northern spokeswoman said: "At approximately 13.30 this afternoon signalling problems were experienced in the Finsbury Park area, resulting in no trains being able to run in and out of London King's Cross.

"Several trains terminated at Finsbury Park and Welwyn Garden City. Rail replacement buses were organised for passengers to transport them across to the Thameslink route, where ticket acceptance was in place.

"Signalling was restored at 14.15. Customers may have been affected by residual delays of up to 60 minutes whilst the service recovered.

"We would like to apologise for any inconvenience that Great Northern's customers may have experienced."

Today's problems follow major disruption yesterday when King's Cross and Paddington stations were closed because engineering works ran over schedule.

Both stations have since reopened and services from Paddington were running as planned, a Network Rail spokeswoman said. 

Network Rail's Robin Gisby, managing director of network operations, apologised for yesterday's disruption which led to extra police being brought in to control crowds.

"I'm deeply sorry for the delays, upset and upheaval caused... to passengers impacted by our overrunning improvement work outside King's Cross," he said.

"We've had an army of 11,000 engineers out over Christmas Day and Boxing Day at 2,000 locations nationwide.

City Link Owner 'Disappointed' By Collapse

The investment firm behind collapsed parcel delivery service City Link has said it is "disappointed" staff found out over Christmas that they may lose their jobs.

Better Capital issued its first public statement as administrators Ernst & Young (EY) continued efforts to save some of the 2,760 jobs threatened by City Link's demise - revealed by Sky News on Christmas Day.

The RMT union has claimed that EY plan to make more than 2,000 staff redundant on New Year's Eve, with the rest being kept on to help wind down the company.

City Link depots opened today to allow customers and those expecting deliveries to collect parcels.

Better Capital's statement said: "The board of Better Capital PCC Limited is disappointed to report that it was advised ... that the City Link group ... has been placed into administration.

"This statement is being released at the first available opportunity following the Market closure.

"Unfortunately the appointment of an administrator was leaked to the media ahead of the intended announcement.

"The directors very much regret the impact on the employees of City Link receiving such bad news on Christmas Day.

"In the Company's Interim Financial Report as at 30 September 2014, the Board reported that City Link was experiencing a continued lack of profitability and that various options to maximise the value of the investment were being considered.

"At this time, the investment was written down by 50% from £40m to £20m, such value being determined on an estimated liquidation valuation basis.

"Following a very detailed review of City Link's strategy and prospects, including unsuccessful discussions with a number of counter-parties to effect a sale on a going concern basis ...(it was) concluded that it was inappropriate to commit further capital.

"Accordingly, in light of continued substantial losses, City Link could not continue as a going concern."

Sky News reported on Saturday that rival delivery companies Royal Mail and DX Group were two firms approached about a pre-Christmas rescue but neither was able to agree a deal.

The founder of Better Capital, the veteran venture capitalist Jon Moulton, told the Financial Times on Monday he had lost "several million pounds" of his own money in City Link and had explored "every possible way" to save it.

The newspaper added that taxpayers were set to foot the looming redundancy bill because City Link was insolvent.

Man Charged With Grandson's Murder In Lincoln

A 64-year-old man has been charged over the murder of his nine-year-old grandson in Lincolnshire.

Stewart James Greene, of Grimoldby, was charged following the death of Alex James Robinson on Tuesday.

Lincolnshire Police were called to Pennell Street, in Lincoln, just before midday on Tuesday.

The boy was taken by ambulance to Lincoln County Hospital, where he was later pronounced dead.

Police initially described the boy's death as "suspicious", adding that a 64-year-old man was "helping police with inquiries".

Police say Greene was charged with murder after a post-mortem was carried out on the boy's body.

Greene is due to face Lincoln Magistrates Court on Boxing Day.

Online Shoppers To Break Xmas Day Records

Christmas Day online shoppers are predicted to set a new spending record splashing out an estimated £636m today.

Shoppers are expected to make 142 million visits to retail sites today - a 25% increase on last year.

Research by Experian and online retailing trade association IMRG found Britons will spend around £441,000 a minute.

"The ease of shopping online via connected devices raises the prospect of a very large amount of shopping activity on Christmas Day itself," said Experian general manager of consumer insight Giles Longhurst.

Dominic Trigg, managing director for Europe of digital advertising technology company Rocket Fuel, said: "Shopping online on Christmas Day is now a normal part of UK consumers' holiday experiences every year.

"It is clear that UK consumers now see shopping from the comfort of their own home, following Christmas Day dinner, as much of a tradition as a turkey and ham dinner."

Shoppers have already been enjoying heavy discounting as some stores began their traditional Boxing Day sales up to two days early.

Britain's retail sector has already been celebrating a record-breaking year as official figures are projecting an all-time high for sales in 2014.

The forecast from the Office of National Statistics shows that sales for the year are expected to reach £342bn - a £48bn increase since 2010.

Pre-Christmas sales are up by 5.2% compared with last year.

Loom Bands: A Tragedy Waiting To Happen?

More needs to be done to highlight the dangers of loom bands after a number of children got the popular children's accessory lodged in their noses.

Four children were treated at a Scottish hospital in just one week after the rubber bands became stuck, according to an article in the Journal of Laryngology & Otology.

But in a paper entitled Loom bands and young children - a tragedy waiting to happen? staff from the ENT Department at Monklands Hospital in Airdrie, said there had been a surge in the popularity of the bands recently, and urged people to be aware of the potential risks.

The report's authors said: "Although the four cases presented were resolved without the need for general anaesthetic, the ever-soaring prevalence and popularity of loom bands necessitates a degree of caution and vigilance from parents, retailers and manufacturers alike.

"We believe there is an urgent need for greater public awareness of their potential hazards."

There is a risk of inhalation when objects become stuck in nasal passages, obstructing the airway, they added.

Loom bands are small loops of elastic in different colours that can be linked together to create jewellery such as necklaces and bracelets.

The Duchess of Cambridge and pop star Harry Styles have been seen wearing them - leading to an increase in popularity.

Earlier this year The Entertainer removed loom band charms from its shelves after they were found to contain the chemical phthalates, which can disrupt hormones in children.

The chemicals, which are used to soften plastics, have been banned in toys on sale in the European Union for several years.

Archbishop Calls In Sick For Christmas Sermon

The Archbishop of Canterbury has been forced to cancel his annual Christmas Day sermon after coming down with a heavy cold.

Lambeth Palace said the Most Rev Justin Welby has been suffering from a "severe cold" for several days and decided this morning that he was too unwell to speak at the annual Canterbury Cathedral service.

A Lambeth Palace spokesman said the Archbishop "is suffering from a severe cold and will, with great regret, no longer be preaching the sermon at Canterbury Cathedral this morning.

"The Dean of Canterbury, the Very Rev Robert Willis, will deliver a homily."

The Archbishop had been due to talk about how the true spirit of Christmas cannot be captured in fairytale endings, using the example of the First World War Christmas truce in 1914.

The Archbishop had been due to say: "The truce illustrates something of the heart of Christmas, whereby God sends his Son, that vulnerable sign of peace, to a weary war-torn world.

"The problem is that the way it is told now it seems to end with a 'happy ever after'.

"Of course we like Christmas stories with happy endings: singing carols, swapping photos, shaking hands, sharing chocolate, but the following day the war continued with the same severity.

"Nothing had changed; it was a one-day wonder.

"That is not the world in which we live, truces are rare."

'Allo 'Allo! Creator Jeremy Lloyd Dies Aged 84

Comedy writer Jeremy Lloyd, who created sitcoms including Are You Being Served? and 'Allo 'Allo!, has died aged 84.

His agent said he died in a London hospital on Monday evening from pneumonia.

Alexandra Cann said: "Jeremy was a great wit and always a mass of original ideas. He had a wonderfully original mind and will be greatly missed."

Lloyd, who was married three times including to Joanna Lumley, created a string of hit shows with his writing partner David Croft.

He was given an OBE for services to comedy in 2012.

Lloyd enjoyed a screen career of his own before devoting himself to providing the funny lines for others.

He made his film debut in School For Scoundrels and had minor roles in the Beatles films Help! and A Hard Day's Night, as well as classics such as Those Magnificent Men In Their Flying Machines. 

Lloyd and Croft had worked together on the Billy Cotton Band Show, contributing sketches, and were brought together again for a short-lived sitcom It's Awfully Bad For Your Eyes Darling, which starred Lumley.

The two writers went on to work up an idea based on Lloyd's past experiences working at Simpsons of Piccadilly, which became Are You Being Served?, set in the fictional Grace Brothers store. Its run spanned 13 years.

'Allo 'Allo!, which starred Francesca Gonshaw, Gordon Kaye and Vicki Michelle, ran for over a decade from 1982.

It was set in a small cafe in Nazi-occupied France during World War Two.

Lloyd and Lumley were married for less than a year. Writing about the marriage, the actress said: "He was witty, tall and charming - we should have just had a raging affair."

His third marriage, to interior designer Lizzy Moberly, took place in central London this June.

He said his third bride, who was 49 when they tied the knot, was "beautiful, clever and sent from heaven on mission impossible".

Tycoon's Fall On To Railings 'Not Suspicious'

A bankrupt property tycoon whose body was found impaled on railings did not die in suspicious circumstances, a coroner has said.

Scot Young was discovered in what was described as a "grisly" and "brutal" scene following his death in Marylebone, central London, on December 8.

The 52-year-old had been jailed during a  public divorce row over a multimillion-pound settlement because he would not reveal financial records.

After his fatal fall, friends of Mr Young came forward with concerns about a potential "ring of death" in his inner circle - saying four of his reported close friends had died in a similar way.

They pointed out Johnny Elichaoff, Boris Berezovsky, Robert Curtis and Paul Castle all appear to have killed themselves after suffering financial setbacks over the past four years.

But opening the inquest into Mr Young's death, Westminster assistant coroner Angela Hodes said there were no suspicious circumstances.

She said his body was identified by brother-in-law Guy van Ristell, with details supplied to the police by his daughter Sasha.

No members of Mr Young's family or friends were present at the hearing, which was adjourned until January 12.

Speaking after his death, his 30-year-old American model girlfriend, Noelle Reno one of the stars of the Ladies Of London reality TV show, said she was "distraught by the sudden loss of my best friend" and wanted to "grieve in peace".

Mr Young had been locked in a long-running legal battle with his ex-wife Michelle, 50, with whom he had two daughters.

Northern Ireland Parties Hail Agreement

Northern Ireland's political parties have reached agreement on a range of issues that had threatened the devolved government's future.

The "Stormont House Agreement", which has been forged after weeks of talks, has resolved wrangles over the budget and welfare reforms and established new structures to deal with the legacy of unsolved killings during the Troubles.

An Independent Commission on Information Retrieval will help the bereaved and injured obtain information about events during the conflict.

The First and Deputy First Ministers will also bring forward proposals to deal with parades after the General Election, while a commission will be set up to address the issue of flags.

The agreement paves the way for corporation tax powers to be devolved to Belfast as well, after Chancellor George Osborne said he would do so, provided there was progress at the talks.

Prime Minister David Cameron has also agreed to lend the devolved government £2bn to address a shortfall, after Stormont agreed to cushion welfare reform from its own budget.

Mr Cameron said: "I am delighted that a workable agreement has been reached that can allow Northern Ireland to enjoy a brighter, more prosperous future, while at the same time finally being able to deal with its past.

"This historic agreement has been long in the making and I would also like to pay tribute to all those involved - the Northern Ireland parties, the UK and Irish governments and Senator Hart - for getting us to this position.

"We will now all work collaboratively to see this through. The people of Northern Ireland deserve nothing less."

First Minister and DUP leader Peter Robinson said the deal acknowledged that further work was needed.

"Of course every one of us would have liked to have had a more comprehensive and complete agreement but this is as much and more than we have ever been able to do on these issues in the past," he said.

"So it is a very significant agreement."

Sinn Fein Deputy First Minister Martin McGuinness said the "remarkable agreement" had the potential to give the Executive a "fresh start".

"And it is a fresh start we need to seize with both hands," he said, flanked by party leader Gerry Adams.

Irish foreign affairs minister Charlie Flanagan, who was involved in negotiations, said: "Today we are building on the hard-won peace on this island with a new agreement which aims to further reconciliation and foster economic growth."

One Man Killed In City Centre Shooting

A young man has been shot dead and another injured as they sat in a car in Sheffield city centre.

The incident happened in Derek Dooley Way, at around 10.15pm on Sunday.

The men, both 22, were taken to hospital but the passenger was pronounced dead. The driver of the vehicle is in a stable condition.

Both men are from the Sheffield area.

No one has been arrested.

Officers have urged anyone with information to contact police or call Crimestoppers anonymously on 0800 555 111.

Burglary Suspect Dies After Taser Shooting

A burglary suspect has died after being shot by a Taser in Newcastle-under-Lyme.

Staffordshire Police had been called to a property after receiving reports of a burglary shortly after 1am on Monday morning.

The occupants had left their house, leaving the man inside.

Officers discharged a Taser during the incident, but the suspected burglar became unresponsive after being taken to a police vehicle.

Paramedics from the West Midlands Ambulance Service tried to treat the man, but he died a short time later.

The incident has been referred to the Independent Police Complaints Commission.

A spokesman for the Staffordshire force said: "A detailed investigation is under way and the scene will remain cordoned off while the investigation continues.

"Local officers will be in the community throughout the day talking to residents."

DNA Study To Put UK At 'Forefront Of Science'

The diagnosis and treatment of rare diseases and cancer could be transformed by an ambitious project that will see 100,000 complete sets of people's genes decoded.

Eleven Genomic Medicine Centres (GMCs) across England will begin work in February to collect and map the samples over a three-year period.

The initiative, known as the 100,000 Genomes Project, will help scientists and doctors understand more about specific conditions such as the rare genetic illness cystinosis, which left 24-year-old Christopher Melville needing a kidney transplant when he was just 10.

"I'm excited," he said. "Obviously the more knowledge we have, the more understanding we have of how to treat people. It leads to better development, better research and better treatment."

Samples will be taken from people like Christopher and also their parents, while cancer patients will provide both blood and tumour tissue as part of the research.

Professor Dion Morton, who will run the West Midlands GMC, based at the Queen Elizabeth Hospital in Birmingham, described the work as "transformational", adding that not long ago it took eight years to decode a single person's genome.

"It's going to change the way we practice medicine (and) it's going to give us opportunities to bring new medicines to our patients.

"Historically medicine's been delivered to groups of patients with similar conditions and now we can start subdividing those groups into the exact genetic code that is really causing that condition, so target the treatment of that code and hopefully make treatment safer, more effective."

NHS England's medical director, Professor Sir Bruce Keogh, said the project was an achievable ambition "which positions Britain to unlock long-standing mysteries of disease on behalf of mankind".

"Embracing genomics will position us at the forefront of science and make the NHS the most scientifically-advanced healthcare system in the world," he added.

A total of 75,000 people will take part in the project.

Christopher's mother, Julie Melville, is delighted the project is about to begin.

"It feels like finally somebody is sitting up and taking note that this rare disease exists," she said.

Her hope is that gene therapy could eventually mean a cure for cystinosis sufferers like her son - one of 150 people in the UK with the disease.

It is estimated new diagnostic tests and drugs could be available as a result of the work within 15 years.

The Omen Actress Billie Whitelaw Dies Aged 82

Billie Whitelaw, famous for roles in films such as The Omen, has died aged 82, her son has confirmed.

Matthew Muller told the Guardian his mother passed away peacefully at Denville Hall, a retirement home for actors in north London.

He said she had not been well for about a year, but had deteriorated rapidly over the last few months.

Billie Whitelaw famously played the demonic nanny in the film series The Omen and the mother of English gangsters Ronnie and Reggie Kray in the 1990 film The Krays.

She was also known for her collaboration with Irish playwright Samuel Beckett, who once famously referred to her as "a perfect actress".

Her later film roles included a cameo in the 2007 police comedy Hot Fuzz.

Billie Whitelaw was awarded a CBE in 1991.

Paying tribute in the Guardian, Mr Muller said she was "an incredibly loving mother".

"I am going to miss her deeply," he said.

Domestic Abuse Victims Warned Over Presents

Victims of domestic abuse are being warned to beware of Christmas gifts containing hidden spyware.

Abusers will hide cameras or listening devices inside presents such as mobile phones, laptops and toys to snoop on their targets, say campaigners.

Jennifer Perry, CEO of Digital-Trust, which helps victims of digital abuse, said: "Surveillance technology is getting cheaper, better disguised, simpler to use and easier to find.

"We work with a range of domestic violence professionals who are telling us that digital abuse is making it much more difficult to help women and keep them safe."

She said new smartphones given by a possessive spouse could include an app that can turn on the microphone remotely and eavesdrop on their partner's conversations.

Emma, a woman with a jealous and controlling partner, said: "I had been out having coffee with a friend and when I returned he played back part of our conversation.

"I couldn't figure out how he had done it.

"Had he hired someone to follow me? Did he bug the cafe? It was my domestic violence case worker who told me to check my phone.

"I found he had put spyware on my phone and had been listening and reading my texts for months."

Digital-Trust said listening devices can be hidden in everyday products such as extension cords, phone chargers and carbon monoxide detectors, all of which will function normally.

It said the new Paddington Bear movie will promote sales of a voice-activated Paddington Bear recorder, which could become popular with people who want to spy on their partners or have shared custody of children.

"An abuser can send the bear home with the child and then during their next visit the abuser can listen to the recordings and charge the battery," Ms Perry warned.

"Add a small tracking chip in the bear and the abuser will also be able to track the child and its mother."

The trust offers advice for anyone who suspects they are being monitored at www.digital-trust.org.

Second Arrest Over Police Constable's Killing

A second man has been arrested on suspicion of murder after an off-duty police constable was beaten to death in Liverpool.

Neil Doyle, 36, was attacked by a group of men during a Christmas night out with colleagues from Merseyside Police.

Two other off-duty officers suffered facial injuries in the attack, which took place near the Aloha nightclub in Colquitt Street at around 3.15am on Friday.

A 28-year-old suspect from Huyton walked into a police station on Friday evening and is still being interviewed by detectives.

Now a 30-year-old man from the same area has been arrested and taken to a police station for questioning.

Both men were also arrested on suspicion of assaulting the two other officers.

Detectives are investigating the possibility they were targeted because of their jobs.

PC Doyle got married in July and was due to go on honeymoon next month.

In a statement, his widow Sarah said: "Neil was very well loved by all of his family, friends and colleagues and it is a great loss to us all.

"We are finding it extremely difficult to come to terms with what has happened and need time to be left to grieve."

Mr Doyle, who joined the force in May 2004, was taken to the Royal Liverpool Hospital, but died a short time later.

A post-mortem examination concluded he died from fatal bleeding around the brain, consistent with an assault.

Chief Constable Sir Jon Murphy said: "On behalf of everybody connected with Merseyside Police I extend our heartfelt and sincere condolences to his wife Sarah and the rest of his family.

"Constable Doyle was enjoying a Christmas night out with his work colleagues.

"At around 3.15am Neil left the Peacock bar and walked with two colleagues along Colquitt Street in the city centre.

"The three officers were subjected to an apparently unprovoked and vicious attack by a group of males."

Mr Doyle had received a commendation for his actions in arresting three men after a violent robbery.

The two other officers required hospital treatment. One suffered a fractured cheekbone.

Ambulances May Take Twice As Long, Memo Says

Some patients who need an ambulance may soon have to wait longer for it to arrive even if they are classed as a serious case, under new proposals seen by Sky News.

In a letter, the Association of Ambulance Chief Executives suggests the target time to get to patients suffering a range of "serious but not the most life-threatening" problems, including strokes and seizures, could be increased to 19 minutes.

The current target for an emergency vehicle to reach people in life-threatening situations is eight minutes.

According to the memo, NHS England says there will be no changes to response times where patients have "immediately life threatening" conditions such as cardiac arrest, choking and major bleeding - known as Red 1 calls.

In these instances, a "fast response" car is often sent ahead of a fully-crewed ambulance to meet the time limit.

For serious cases like strokes and fits - Red 2 calls - there would be an extra three minutes added on to the response time.

But a proportion of Red 2s would have the eight-minute target scrapped in favour of a 19-minute one for a full ambulance crew to be sent on its own.

Andy Burnham, Labour's shadow health secretary, said: "This has all the hallmarks of a panic move and suggests Jeremy Hunt's only solution to the A&E crisis is to give up and move the goalposts.

"Rather than getting ambulance response times back up to established standards, it looks like he is running up the white flag. The situation in the NHS is now serious and Jeremy Hunt is failing to provide the leadership it desperately needs.

"While there may be a case for reviewing these rules, this is not the way to do it. It is nothing short of dangerous to make a snap decision at the start of the most difficult winter in the NHS for years.

"Hunt's decision risks leaving thousands of seriously ill people waiting longer for ambulances this winter. The Health Secretary needs to provide urgent reassurance that this change can be safely made and won't put lives at risks."

But a Department of Health spokesman insisted there were "absolutely no plans" to increase ambulance waiting times.

"We have given ambulances an extra £50m this winter to ensure the service remains sustainable and the Secretary of State agreed that NHS England should investigate a proposal from the ambulance services themselves to see whether the service they offer the public could be improved," the spokesman said.

"No decisions have been made, and the Secretary of State would only agree to proposed changes that improve response times for urgent cases."

Sir Elton John and David Furnish have officially married - nine years to the day after they tied the knot in a civil partnership ceremony.

In his first post on his newly created Instagram account, Sir Elton put up an invitation requesting "the pleasure of your company" and said the couple would share "special moments from our big day".

On Sunday morning, he posted a photo of himself, pen in hand, sitting next to Furnish with the message: "That's the legal bit done. Now on to the ceremony!"

The Beckhams and Elizabeth Hurley are among the high-profile guests expected at the ceremony at the couple's home in Windsor, Berkshire.

Flood Victims Hit By Huge Insurance Quotes

Flood victims in Somerset say they are facing insurance quotes of tens of thousands of pounds to protect their homes from future flooding.

Sky News has seen one renewal quote of almost £100,000 for one year. That falls to just under £500 for the year if flood cover is removed.

The owners did not want to speak on camera but told Sky their property in Moorland would only cost around £120,000 to rebuild from scratch.

Neighbour Sally Vize has been told she won't be able to move back into her home until March - 13 months after the winter storms caused £120,000 worth of damage.

She is due to renew her insurance in the next few months, but is extremely concerned she won't be able to afford the quote.

"I think someone said £12,000 if they want to insure for floods again, who can afford that? It's ridiculous, and I think it's morally wrong," she said.

One in six homes in England are at risk of flooding and the Association of British Insurers (ABI) estimates between 300,000 and 500,000 UK households could struggle to obtain affordably priced flood insurance.

From next summer, in conjunction with the Government, the ABI is hoping to launch its Flood Re scheme which will allow insurers to pass the flood risk element of a home insurance policy into a fund that will pay any subsequent flood claim.

Mark Shepherd, from the ABI, explained: "In certain parts of the country this is becoming a much bigger problem and that's why we are working with the Government to introduce Flood Re, which in the future will ensure those homes at the highest flood risk will still be able to get affordable flood insurance."

Since the flooding began last Christmas, a group called the Somerset Emergency Volunteers have been helping those in need of immediate help.

They have filled a warehouse with donations including food, clothes, furniture and household goods to allow people to begin replacing what they have lost.

They are also providing 400 homes with emergency boxes and sandbags so they are prepared for any repeat.

"Moorland and Fordgate were only given six sandbags by the council when it was flooded - three for the front door, three for the back," said assistant operations manager Sadie Forster.

"We're giving them 36 reusable sandbags."

The Environment Agency has now dredged 8km of river in Somerset, with the Government promising to spend £4.2m on flood defences in the county.

Community Safety Campaigner Stabbed To Death

A man is due to appear in court accusing of murdering a community safety campaigner who was stabbed to death during the morning rush hour.

Trevor Gibbon, 48, of Harrow, northwest London, will appear before magistrates in Hendon.

Alison Morrison - Gibbon's neighbour - was killed on her way to work on Thursday.

Police were called to the attack in Alexandra Avenue at 7.47am.

Ms Morrison was taken to St Mary's Hospital in Paddington, west London, where she died from her injuries.

A post-mortem gave the cause of death as multiple stab wounds.

Harrow Council leader David Perry said: "Alison Morrison was passionately committed to creating a safer Harrow through her work with the Harrow Safer Neighbourhood Board and as a community champion, and it is terrible news that she has lost her life in this violent way in a borough she cared so much about.

"Alison's colleagues on the Safer Neighbourhood Board are absolutely shattered by this news, as are the staff of Harrow Council. Alison was a key member of the board and a tireless advocate of its work.

"We will do whatever we can to help the police. In the meantime, our thoughts are with Alison's family."

Ms Morrison's family said in a statement: "Alison was an inspiration, a warm and loving person who will be deeply missed by her husband and son. Her devastating loss as a result of this senseless attack is also felt by all the family, local community and all who knew her."

Obesity Can Be 'Disability', Says EU Court

Obesity can count as a disability, the European Court of Justice has ruled in the case of an overweight man who lost his job.

The judgment said it could qualify if the obesity "hinders the full and effective participation of the person concerned in professional life".

A 25-stone (160kg) Danish childminder, Karsten Kaltoft, pursued the case after his local council sacked him in November 2010.

The court admitted there was no specific law on discriminating because of obesity.

However, it decided it could be classed as a disability if it involves "long-term physical, mental or psychological impairments". 

EU employment laws make it illegal to discriminate on disability, as well as factors such as religion, belief, age or sexual orientation.

Authorities in the Danish town of Billund admit mentioning Mr Kaltoft's weight during a meeting but deny it played a part in his dismissal.

They say he was let go because there were fewer children to look after.

The case now goes back to judges in Denmark to look again and decide whether Mr Kaltoft's is indeed obese enough to qualify as disabled.

If it agrees, the childminder is set to get a compensation pay-out.

Overweight workers in the UK could now also claim they are disabled because the court's decisions are binding in all EU countries.

Employers may then have to make special provisions, for example bigger desks or wider seats. 

"Even if you are warned by a doctor that you are eating you way to obesity - if you bring it upon yourself - you could still be considered disabled," said Sky News' Richard Suchet.

Employment lawyer Vanessa Di Cuffa, from the firm Shakespeares, said the move would give more workers protection against discrimination.

"It is right that the EU has moved forward with enshrining this into law," said Ms Di Cuffa.

"However, employers must continue to, or start, providing appropriate support to staff with obesity issues at any level."

About 20% of European men and 23% of women are obese, according to the World Health Organisation, meaning they have a body mass index of more than 30.

Recently-announced NHS guidelines mean two million people could qualify for a £6,000 weightloss operation paid for by the Government.

Jimmy Savile Abuse Victims Given Police Apology

A police force has apologised for letting prolific sex offender Jimmy Savile slip through their net by not properly investigating him while he was alive.

North Yorkshire Police has admitted it missed opportunities to act and let down people who reported abuse by the disgraced entertainer and another man in Scarborough.

Assistant Chief Constable Paul Kennedy apologised to 35 people who say they were abused in Scarborough between 1958 and 1998 by Savile or his friend Peter Jaconelli, a former mayor of the town.

Two of the alleged victims say both men attacked them.

"On behalf of North Yorkshire Police I am sorry, I am truly sorry we did not respond more effectively, we did not investigate those allegations early on," he said.

ACC Kennedy said if Savile and Jaconelli were alive they would be arrested on suspicion of child sex offences ranging from indecent assault to rape.

Savile died in 2011 before being exposed as a prolific offender who abused at least 500 children and Jaconelli died in 1999.

After Savile's crimes were made public campaigners and bloggers on the Yorkshire coast pressured the police over their claims that they had no knowledge of complaints against either Savile or Jaconelli when they were alive.

When several men came forward in March 2014 to say they had been abused by Jaconelli the force referred itself to the Independent Police Complaints Commission and began an investigation.

Nigel Ward from the North Yorks Enquirer website welcomed the apology but said more needs to be done.

"The only way to get to the bottom of this now is to have a full scale public inquiry and I would welcome that because I think there are a lot of people who have been culpable in terms of covering up and making it possible for these terrible people to get away with these offences," he said.

The IPCC has recently quizzed an unnamed serving detective sergeant from North Yorkshire Police as part of an ongoing investigation into potential misconduct over how information about Savile and Jaconelli was handled.

Both men are buried in Scarborough's Woodlands Cemetery, where Savile's grave is unmarked after his headstone was removed in 2012 while Jaconelli's prominent headstone records him as Alderman Peter Jaconelli.

Scarborough Council, which is led by Tom Fox, a former Scarborough police commander, stripped Jaconelli of his civic honours when the extent of the complaints against him were acknowledged earlier this year.

Brits Can Bring Foreign Family To UK - Ruling

The European Court of Justice has ruled British citizens should be able to bring non-EU family members into the UK without a travel visa.

It means the UK's borders could be open to large numbers of foreign migrants from outside the European Union, and will intensify pressure on David Cameron to tackle freedom of movement rules.

The landmark ruling centres on the case of Sean McCarthy, who has dual British and Irish citizenship, and his Colombian wife Patricia McCarthy Rodriguez.

Mrs McCarthy Rodriguez, who has two children with her husband - both with British citizenship, had to get a "family permit" every six months to visit the UK with her family.

She and her husband took their case to court under the freedom of movement rules claiming she should be able to travel without the visa because she had an EU Residence Card issued by the Spanish government.

The European court has now ruled in the couple's favour, saying the rules did not allow the British government to stop family members entering the country if they did not have a visa.

The Government said it was "disappointed" with the ruling.

The Prime Minister has come under increasing pressure to take on the EU over the impact of freedom of movement rules on immigration.

Last month he announced a block on EU migrants claiming welfare for the first four years after they arrive in the country, suggesting that if the EU blocked the move he would campaign for Britain to leave the union.

Responding to the European ruling, Conservative MEP Timothy Kirkhope, spokesman on justice and home affairs, said: "Of course the UK should have an immigration system which is fair, and does not disadvantage the right of British citizens to be with their family.

"However, we are disappointed with this judgment as we believe that the UK's visa system is both fair and lawful, and does an important job in meeting this country's migration needs.

"Britain will always be best placed to decide and deal with its own immigration needs - not a judge in Luxembourg."

UKIP MEP and spokesman on immigration Steven Woolfe said: "This ruling extends the so-called 'right to free movement' to millions of people from anywhere in the world who don't have citizenship of any country of the EU.

"This is yet more proof that Britain can never take back control of its borders as long as it remains in the European Union."

White Christmas! Will It Snow Where You Are?

It's the news everyone has been waiting for - and the answer is yes, it will snow on Christmas Day.

But as with all weather news, the devil is in the detail as the flakes will only fall on the hilly parts of northern Britain on 25 December.

The rest of the country is expected to be dry, bright and seasonally chilly as people open their presents.

Those low temperatures, however, could lead to a post-Christmas dusting across the whole of the nation.

Forecasters say that between Boxing Day and New Year the cold air and snow could head south, becoming more widespread.

Conditions will be wetter and windier, say experts, with the potential for the white stuff.

And this could lead to travel disruption across the country.

The second half of this week has brought milder weather, but going into the weekend, it will become colder and brighter.

Then on Sunday and into the start of the Christmas week, the milder conditions should return.

Sky News' weather forecaster Isobel Lang said: "Temperatures will rise again to around 12C (54F), way above the seasonal average.

"At this stage it looks as though the rain will clear during Christmas Eve, pushed away by strong but colder north to northwesterly winds.

"Will this bring a white Christmas? Some snow will fall over the hills in the north in this weather set-up, although it may be that many places are dry and bright but seasonally chilly."

She added: "The forecast looks much more disturbed between Boxing Day and the New Year which may well impact travel up and down the country.

"It looks wet, windy and potentially snowy as cold air spreads south across us."

The odds on it being an official white Christmas in London this year are 9/2 according to Sky Bet, at 5/1 in Cardiff, 4/1 Leeds and 9/4 in Aberdeen.

Festive Cheer On Forecourt As Petrol Prices Fall

Petrol prices could soon fall below £1 per litre - the lowest level since the end of May 2009.

The RAC said the recent fall in the price of oil - now below the $60-a-barrel - would keep dropping.

Supermarkets have led the way in cutting pump costs in recent months - with Asda the latest to confirm another move in the right direction for drivers.

The chain said it was taking 2p-a-litre off petrol and 1p from diesel from Thursday.

It said the reductions would mean Asda customers would pay no more than 110.7p-a-litre for petrol, with the company's diesel costing 117.7p-a-litre.

Sainsbury's later confirmed it would be cutting prices by the same amounts.

"What's currently happening at the pumps with falling fuel prices is something many motorists will not remember seeing before," RAC fuel spokesman Simon Williams said.

"Talk of prices going up like a rocket and falling like a feather could not be further from the truth as retailers have been quick to pass on savings at the forecourt since we forecast on December 6 that prices were due to come down by 7p a litre for petrol and 6p for diesel."

The RAC added that it was hopeful drivers would benefit from the fall in prices in the first few months of the new year.

The group's monitoring of fuel prices shows the average price of a litre of petrol is 116.9p - nearly 14p a litre cheaper than at the start of the year.

Diesel is nearly 16p cheaper - 122.33p a litre now compared to 138.24p in January.

The average supermarket price of fuel is 114.26p a litre for petrol and 120.18p for diesel.

Mr Williams added: "Current forecasts are for average petrol prices to fall to below 110p a litre in the next fortnight and diesel to drop to under 116p.

"At these average prices across the country the cheapest retailers will almost certainly be selling petrol for around 105p a litre, or even lower."
